Yes. Card payments via Adyen, Braintree, PayPal or other gateways run in the app like in a mobile browser. Apple allows physical goods and services to be sold through web checkout, which covers most Magento catalogues. Digital goods consumed inside the app may fall under in-app purchase rules.
They serve different goals. PWA Studio is a developer framework for building a headless storefront, which still does not give you a store listing. A WebView app wraps whatever storefront you already run, including a PWA Studio one, and publishes it as native iOS and Android apps with no new front-end work.
The app shows your live store, so catalogue changes, extensions and theme updates are visible instantly, and you never resubmit the app for them. Magento upgrades do not affect the app either, as long as the store URL stays the same. Only app-side changes such as the icon require a new build.
