You can, and for apps that need deep native features you should. A WebView wrapper is for teams whose web publish is already live and who want a store presence without maintaining signing, builds and native updates for each change. Updates then flow through the web app automatically.
Email and password login works inside the WebView, as do most providers that complete on your domain. Google Sign-In blocks plain embedded web views and needs a specific configuration, so let us know if your app uses it.
Approval depends on functionality and polish, not on the builder. Apps with accounts, data and real interaction are usually approved; poor performance or desktop-style layouts are common rejection reasons. If Apple rejects for non-content reasons, you can claim a refund of the iOS setup fee within 14 days.
Converting one platform (iOS or Android) is a one-time fee of $698; the iOS + Android bundle costs $1,158 (you save $238). The optional App Publishing Service is $318 per platform. Payment is handled securely by Stripe (cards, Apple Pay, Google Pay). Prices exclude VAT.
